In Monday at 24th December in Zitiste, at coal of president of local
self-government, Dragana Vujinov has conducted meeting with representatives
of NGOs, local self-government, school and cultural institution. Meeting
was conducted with a goal that these institutions can be introduced
with project proposal and how to contact donators. There were around
25 participants at the meeting and all of them wonted to know how they
can apply to donator and which the ways for contact with donator’s house
are. They were most interested for present open tenders and which of
subject are gathered by those tenders.

In Wednesday in 18 hours European Movement in Serbia, Local council
Zrenjanin gave awards and tanks cards to primary schools and children
from first till fourth grade for participation in art concurs with subject
‘Give up of arms – life without arms’, that was conducted
within project Give up of arms.
First three places were vouchers from 4000, 3000 and 2000 dinnars, and
students that got those awards are:

– 4000 dinara
II place – Marijan Jovanovic, II-3, OŠ P.P. Njegoš – 3000 dinara

Our offices has been visited by Mister
Florien Sommer, president of Latisana foundation from the Netherlands.
Mister Sommer has been in our town for 4 days and he visited our organization
to see possibilities of cooperation between these two organizations.
At the meeting we agreed to cooperate in the future and to have mutual
projects in Serbia and Netherlands, also to exchange information in
those two countries.
This has been the first visit to our country by people from Latisana
foundation.

At the office of RSEDP-Programme for soci-economic development of Serbia-BANAT
was conducted presentation of European integration Fund by European
Movement in Serbia and European Agency for Reconstruction. Representative
of European Movement in Serbia, Local Council Zrenjanin-Vujinov Ana
introduced participants with terms and conditions for aplication for
this fund. Participants have expressed interests for this fund. At the
end of this presentation it was agreed that there will be better cooperation
in the future between all relevant institutions important for development
of Banat.

» Mrs Momirov said that so far cooperation between
Zrenjanin municipality and EMinS Zrenjanin was very good and on satisfaction
of both sides, and he hopes that this cooperation will be better in
the future.
» Mrs Slajh expressed his opinion of business
building in Makedonska 11 street. He talked about problems that NGOs
confront in this building. He stressed that this initiative for cooperation
between NGOs and local government by local self-government is very good.
» Mrs Suboticki was as
a member of municipal comity expressed that EMinS Zrenajnin was the
first who influenced and started cooperation with local self-government,
as well as it was first who recommended forming of this comity for cooperation
with NGOs. He also saint that what was negative was that this comity
couldn’t expressed itself in structure of local self-government. He
said that there was formed so called empty chair for representatives
of NGOs on meetings of council and executive board, but it does not
have true meaning because the person who sits there doesn’t have right
to participate in work of council and executive board of municipality
of Zrenjanin.
» Mrs Berbakov introduced
everyone with the project “ The Door of Europe”- signalization of municipality
of Zrenjanin and the region of Banat by putting signs with purpose of
easiest managing in traffic in this region.
» Ivana Markov said that
CeSiD was actively involved in preparation of project “Banat Cross-Border
Dialogue” as well as in its realization, and she also said that it is
necessary to work on project like this in the future in order to develop
and educate civil society.
» Ana Vujinov said that
she is satisfied with cooperation between local government and NGOs
lately and also gave positive opinion on the providing building for
all NGOs in Makedonska 11 street, as well they appointed two officers
for cooperation with NGOs.
» Gordana Dimitrijevic
said that all projects that are in direct or indirect relationship with
development of local community, for which apply all NGOs, should be
supported.
» At the end of the meeting professor Slajh said
that NGOs must be transparent and first of all they should have references
in order to do anything and to be more supported by local authorities.

There was a seminar about Hague tribunal. Organisator
was Aleksandra Milenov, Outreach Coordinator for Serbia and Montenegro
infront of International Criminal Tribunal for the former Yugoslavia.
Seminar was conducted in the NGO center and the host was EMinS from
Zrenjanin.
With representativo from NGOs miss Aleksandar said that it is of great
importance for peopkle to know how this Tribunal works, wich are his
jurisdiction, what can this tribunal can and can not do.

Zrenjanin. In the hall of local self-government in
Zrenjanin, EMinS had presentation of their project Junior Achivement.
At teh presentation there was about 100 high school students from Zrenajnin,
that were included in project for young enterpreneurship. Coordinator
of the project Zvonko Brnjas with his assistant Dragana Aleksandric
has presented this project, and 3 group of students presented their
one year work on this project.

Zrenjanin. In hall of NGO center, has been conducted
meeting of all deputies of EMinS Zrenjanin in the Region of Banat in
project «Banat cross-border dialogue».
With this meeting we brought our project to the end. At the meeting
trainers included in this project were also present. We all talk about
succes of the project and what have organisations, that were participants
on our seminars, menage to do after those seminars. We all concluded
that there is big indispensability for this kind of education in all
municipalities in the region, specialy smaller places.
We also concluded that we must have more meetings, and that we must
have joined activities, becouse that is the only way for strong civil
sosiety in the region.

visited by Mrs Vladimir Arsic, new Ombudsman in Zrenjanin. The main
topic of this meeting was cooperation between two institutions: NGO
Sector in Zrenjanin and Institucion of Ombudsman.

After monthly preparations and agreements, within project
of development and improvement of quality of life in rural areas, in
cooperation with Local NET there has been installed a transsmitter for
wirelless internet. In this way, within the goal of development of civil
society and improvement of infrastructure, there was enabled quality
access to the internet in Perlez, Knicanin, Centa and Farkazdin.

In 11:55 a.m. has been opened traditional Main
Street of Zrenjanin as “Open Street of Europe” with mini concert of
Kvartet+.
In the afternoon there was choir concert of spiritual music of multicultural
choirs from Banat.
At 7th May there was tribune about European integrations of our country
with guest lecturers: Mr. Davorin Senicar, Mr. Desimir Tosic, Mrs. Jelica
Minic and Mr. Vladimir Arsic local ombudsman.

Ambassador Mauricio Massari, Chief of mission of OSCE in Serbia and
Montenegro with his delegation, has visited EMinS NGO center.
Mr. Mauricio had a meeting with 7 NGOs from Zrenjanin, and they discussed
about cooperation between NGOs and Local self-government, problems of
the city and citizens of Zrenjanin, and NGO sector in the region of
middle Banat.
After the meeting with NGO sector, Mr. Mauricio had a press conferencing
where he expressed his pleasure about cooperation between NGOs, and
also between Local self-government and NGOs.

Secanj - A very last seminar within the project “Banat Cross-Border
dialogue“, was conducted in Secanj . This is the end of our journey
across Banat region in this project.
Participants were very interested in the theme of new law of local government
and democracy.
Participants were also very interested in project proposals and actively
participated in discussion and workshop. As they said it is not very
hard to do, you just have to have the will to do it.
They expressed the will for another seminar of this type especially
for school teachers.

Novi Knezevac - within the project
“Banat cross-border dialoque”, was maintained seminar. At firs day participants
were very interested for this kind of education.
At those two days participants were very active and had a lot of questions.
At the first day guest from Local self-government was Danica Knezevic
Popov, and she answered on participants questions.
Second day participants were introduced with project writing, and they
all were very satisfied with information that they have got.
Participants also expressed wish for future cooperation with our organization
and possibilities of joined projects.

12 and 13 April was maintained seminar within
the project „Give up of arms”, that was finansied by
UNDP, and realization of the project was started in
March.
With this project is predicted that group of 16 highschool students
be educatet on subject of ”Awerness of small and light weapons”, so
they could later continuou education in their schools. With this project
has been included therithory of Zrenjanin (Zrenjanin, Zitiste, Nanatsko
Karadjordjevo, Muzlja, Aradac, Klek...)

Zitiste - within the project “Banat cross-border dialoque”,
was maintained seminar in Zitiste. There was 15 participants in, who
expresed wishes for more similar seminars to be conducted in the future
in their municipality.
At the bigining of the seminar, participants were a litle sceptics,
becouse they thought that the theme will not be interesting and usefull
for them, but after the introduction about “New Law of local selfgovernment”,
they realised that they don’t know much about construction and how it
will function.
Representative from local selfgovernment was Milan Sakradzija, who explained
how their selfgovernment work.
At second day, after the explanation about project writing, participants
asked us to help them in their future work

Vrsac - there was seminar
held in Vrsac. This seminar was within project"Banata Cross-Border
Dialogue".There were 13 participants on this seminar that were
active during lectures and exersize.
On the first day in part
predicted for discusion with representatives of local self government,
there were no representative from the part of local government, so participants
discussed about problemms of NGO sector in Vrsac and how it could be
sthrenghten and improoved cooperation between themselfe and with local
government.
The themes were very
interesting according the participants and what is most important they
were wery usefull for their future work, becouse of the reason that
all participants were young people and only for short part of time members
of NGO sector.
As organisators and carriers
of this project, we are wery sattisfide with accomplished cooperation
as well as the participants, becouse they are full of entusiasm and
willing to work.

Pancevo - As part of
the project "Banat Cross-border Dialogue", there was organised
a seminar in Pancevo. There was 13 participants on this seminar who
were from diferent NGOs and some political parties.
At arround table with representatives of local self government it was
expressed that local self government gives funds for NGOs. What was
interesting was that the participants expressed that there was some
misstakes in giving funds to certain projects that it is known in front
that they will not be realised.
Representative of local government has also expressed that they also
work in cooperation with Roma Asociation on mutual project Humanitarian
kondergarden for roma children. She also said that NGOs have not took
chance so now the chances for cooperation are thretend. But mutual concusion
is that they should cooperate in order to upgrade the communitie they
live in.
At the end of seminar participants have expressed that it is necessary
to conduct more of these seminars. Untill then we will cooperate and
spread the network in regarding the mutual tolerace and respect.
Participants have expressed that the organisators have fullfiled their
expectations.

Kikinda - As part of the project
"Banat Cross-border Dialogue", there was organised a seminar
in Kikinda. There was 15 participants on this seminar who were from
diferent NGOs and some political parties. From the part of Local Government
of Kikinda as representative there was Zoran Popovic (Member of executive
board from Kikinda local gouvernment) who show participants budget for
the 2004. for Mmunicipality of Kikinda
At participants oppinion, the theemes were very well elaborated and
interesting, and they agreed that they can use this in their future
life and work.
Participants have agreed that they must work together how they could
acheev something in theit local comunity.

Kovin - As part of the
project "Banat Cross-border Dialogue", there
was organised a seminar in Kovin. There was 23 participants on this
seminar who were very active during the lectures. The participants were
representatives of different NGOs and peofessors from skools of Kovin,
and from the part of Local Government of Kovin as representative there
was Janes Binec(Member of executive board from Kovin local gouvernment).
At participants oppinion,
the theemes were very well elaborated, and trainers were totaly fullfilled
their expectations. The participants came to a conclusion that it is
of great importance that they as citizens should be included in work
of local government and to have bigger influence in activities in their
communitie.
At the end of seminar
in Kovin, our organisation was guest at local radio station BUS, where
we presented this project and our local council and also European movement
in Serbia.
At the end we have to
mention that we fullfiled one of project goals.

Novi Becej - As part
of the project "Banat Cross-border Dialogue",
there was organised a seminar in Novi Becej. There was about 18 participants
on this seminar who were very active during the lectures. The participants
were representatives of different NGOs and assotiations of citiyens,
and from the part of Local Government of Novi Becej as representative
there was Goran Glavaski(cheef for public activities).
At participants oppinion,
the theemes were very well elaborated, and trainers were totaly fullfilled
their expectations. The participants came to a conclusion that it is
of great inportance that they as citizens should be included in work
of local government and to have bigger influence in activities in their
communitie.
We are, as organisators
of these seminars, very glad that we have succeed to intrigate their
organisations that in the future they work together on similar joint
projects .
